Hong Kong PhD Fellowship Scheme 2027/28

The Hong Kong PhD Fellowship Scheme (HKPFS) is one of the most generous PhD awards in the world. Run by Hong Kong's Research Grants Council (RGC), it offers 400 fellowships for the 2027/28 academic year to outstanding students who want to do a PhD at one of eight Hong Kong universities. Applicants from any country can apply.

Deadline: 1 December 2026 at 12:00 noon Hong Kong time (5:00 AM in Nigeria). Universities may set their own, slightly different deadlines, so check yours.

What the fellowship covers

  • An annual stipend of HK$344,400 (about US$44,000)
  • A conference and research travel allowance of HK$14,400 (about US$1,840) each year
  • Support for up to three years. Universities may support you longer if your PhD needs more time.

Many universities add extra benefits for HKPFS awardees. For example, the Hong Kong Polytechnic University offers a tuition fee waiver, a cash award and guaranteed accommodation for two years. Check what your chosen university offers.

  • Academic excellence (the most important factor)
  • Research ability and potential
  • Communication and interpersonal skills
  • Leadership

How to apply

The application has two steps, and both are required:

  1. Apply to the RGC through the HKPFS online system. You'll receive an HKPFS reference number.
  2. Apply to your chosen PhD programme at the university, and enter your HKPFS reference number in that application.

Both must be done by the deadline. Each university's PhD application has its own requirements, so read the programme page carefully.

Documents you'll usually need

Requirements vary by university, but most PhD applications ask for:

  • CV
  • Academic transcripts and degree certificates
  • Research proposal
  • Personal statement
  • Reference letters
  • English test result (IELTS or TOEFL), unless you're exempt

Tips for a strong application

  • Contact potential supervisors early. A professor who supports your research idea makes a big difference.
  • Write a focused research proposal that fits the supervisor's work. Read our guide on how to write a research proposal.
  • Show evidence of excellence: top grades, publications, conference presentations, awards or research experience.
  • Don't leave it to the last day. The RGC deadline is at noon Hong Kong time, which is early morning in Africa.
